Describe the bug
Importer/exporter type NPCs can be transported by ships. NPCs moved to a different trade city from where they originated function as importers/exporters for the new trade city, they do not function at all in non-trade cities.
To Reproduce
Fly a ship into some NPCs and unpilot. Re-detect the ship and pilot, NPCs will move with the ship.
Expected behavior
NPCs should not be able to be moved with ships, or should be placed in an enclosed location where ships cannot come into contact with them.

The NPCs I accidentally abducted were from the grassy area surrounding the NE trade tower at Dodixie on Aecor (1131, 2955).
I would suggest removing all NPCs outside the tower so they don't get carried off.
