There seems to be an issue with having multiple transfer nodes importing items from one transfer node that's exporting said items. I have that one transfer node set to export charcoal, coal, and logs. The other 8 transfer nodes on the same pipe import either coal and charcoal or logs (4 import fuel, 4 import logs). No items get moved out of the export chest when put in. All import and export filters are on whitelist mode.
