Fixes #367

Problem Summary(Required) ：

defaultStreamLoader#testHttpConnection catched all Exception at now, wo can catch MalformedURLException and throw an IllegalArgumentException.
fix StarRocksSinkOptions#validateStreamLoadUrl host spilt check logic
