Need a metrics starrocks_fe_routine_load_jobs{state="UNSTABLE"} to monitor the unstable RL jobs #48636

Enhancement

There are metrics for different status Routine Load jobs. But, there isn't for UNSTABLE Routine Load jobs. So, we need to provide starrocks_fe_routine_load_jobs{state="UNSTABLE"}. Than users can monitor this metrics to see where there are unstable Routine Load jobs.
