If a character has an item that grants an attribute rank bonus to a character and tries to purchase an attribute with XP, the bonus from the item is being factored into the XP cost.
Example: A cyborg in Android has a cyberarm (gear item) with defined modifier of +1 brawn. If the base Brawn is 2 then the XP being charged to the character is 40 (base brawn + brawn mod + 1 for next high rank) instead of 30 (base brawn + brawn mod + 1 for next high rank)
