All settings marked as restricted #1659

Describe the bug I just updated the settings layout and they're all marked as restricted. They shouldn't be.

To Reproduce Steps to reproduce the behavior:

  1. Log in as non-GM
  2. View settings
  3. Note that no star wars settings are present

Expected behavior Non-GM settings should be viewable.

Desktop (please complete the following information): This isn't live. It's in the working version I just pushed.

Reviewing the settings, I don't think any need to actually be viewable by non-GMs. Closing.
