Signup/Login UI redesigned and changed. #17

(Login is currently operational) (Register is broken until we figure out how to get form ids for django forms)

Added a footer to base Added some janky patch notes to the index to get an idea of what it could look like. Added styling for the login/register form and the footer.

I'm remotely working on this so before merging somebody please change settings.py ALLOWED_HOSTS to not include the ip.
