Allow Purchase of Capacity #83

I would like to allow artists to purchase more capacity when they run out. When doing so, the award system goes away for their account and it is based strictly on the capacity that they purchase.

What is a good price point for this? I would like to also give the purchased capacity a time limit so that it's a recurring revenue stream.

Is $0.50 per 1 Flare of capacity for a year a good point? $0.25 per Flare? 🤔🤷‍♂️

Whatever the price, the artist purchases it and their capacity gets increased by this amount. We should also allow this purchased capacity to transfer between different markets.

Since they are paying for it, do we still charge a capacity tax when a recall is performed?
