Update target framework and minimum required framework for templates to 4.6.1 #32

Needed for https://github.com/Starcounter/level1/issues/4448.

I'm not sure I'm the right person to review this because I don't know why this change is needed. :/ The extension does its job on SC 2.4 with 4.5 target framework and everything is ok, but maybe there was a decision for using minimum 4.6.1 ?!

The decision was made to update Starcounter to target 4.6.1. As a consequence of that, the minimum required framework for projects that depend on Starcounter and/or is used from Starcounter needs to be updated to 4.6.1. Only for Odessa though.
