No idea how complicated this would be to do, so I apologize. But was thinking, with the new mastery system the ability to spend mastery exp in order to learn perks you didn't select while leveling up would be a cool profession mod. We have the skill prestige mod, and had MARGO and the like to accumulate all the perks without directly cheating them in, but they're all implemented in a way that puts them at odds with the mastery system. This would be a nice way to have the feature, but integrate it with the update.
