Hot Spring Fee #190

Small idea for a fee to be charged (100g or so) to be charged by the day for using the hot spring. Perhaps a summer/yearly/lifetime pass could be available from the mayor, perhaps from cooking a good stew at the beach luau for the governor.

Either SMAPI or a ALL mod would be required, with a SMAPI version needed for enabling season passes.
