Water wheel #425

New building idea: Water wheel.

It should be placed in ground near a river and the graphics should reach the water. It could earn a battery every 15 days, maybe mill things too. It generates electricity and allows electric lamps to work. Without it they should be always off. Maybe mod the world to have the lamps not working, and after building the water wheel they can illuminate the city. The game machines should only work after it. Maybe some fetch quests to find cogs, oil and parts for it to work? It can be a large sidequest that can run together with community center, not after it. Maybe make the tv useless until you have it working, and while the valley has no electricity, all tv info should come daily as mail? This should be nice if implemented in SVE...
