Admin Menu Settings #8

Feature Request: add a settings menu for Incendium. This would probably go in the admin menu, and give control over things such as item particles, and whatever else.

One good idea (though potentially client-side only?) might be to disable rendering of particles in first-person -- you can still show off to others without obstructing your own view.

Also, maybe a setting to enable Vanilla Tweaks' "Mob Heads" compat.
