Siberian Taiga/Grove Temperature Modifiers #18

In 6 Terralith biomes (Siberian Taiga/Grove, Rocky/Cold Shrubland, Ice Marsh, and Gravel Desert), temperature_modifier is used and set to frozen. Take a look at these biomes, and see how it interacts.

For the Siberians', probably remove it for sure. This due to the interaction between altitude and the modifier. The temperature is set to be rainy, but low enough so that in higher altitudes, it snows. But the temperature_modifier ignores altitude, and can make rainy patches.

Removed for Siberian Taiga and Siberian Grove - temperature was also lowered by 0.1 for both. Precepitation changed to snow.
