Lush desert grass

Grass and fern generates randomly around Lush desert biomes, but some of it can spawn on sand and or packed mud and will break when the blocks around are updated. Not necessarily laggy but disturbing while playing.

It appears placing short grass on sand was purely intentional from looking at the code. However, I did improve the placement of short grass and cacti in general. "Fixed" for 2.4.9
