Take the bare-bones skeleton from #1 and add essential docs functionality:

[ ] Content reuse
[ ] Conditional outputs
[ ] User-friendly table of contents control for menus
[ ] In-page TOC
[ ] Search
[ ] Support for notes/tips (ideally in markdown)
[ ] markdown-it so they have access to plugins, and guidance on finding and adding plugins

Can probably draw heavily on previous work: https://github.com/StarfallProjects/11tyDocsSkeleton

Once done, make available in its own directory.
