Can't confront found bounties from the scanner(TA) #1034

Apparently there is a bug in Tracker's Alliance quest (via Creations) that once you scanned an NPC and found bounties on them, you cannot confront/talk/interact with them.

Reproduction Steps

While taking the first Tracker's Alliance mission there is a quest where you will need to scan for NPCs in Akila to see if they have bounties on their head. You can encounter more than one random NPCs in Akila that have bounties, most of the NPCs cant be interacted or talked to hence the bug.

I have also experienced this later in the game. When you find a random bounty in towns and click the target in the scanner, a "Bounty Hunting" mission is started. When you exit the scanner and attempt to talk to the NPC, they are unresponsive. However, when I checked using 'getstage' the stage was 9999, so not properly started. I completed it using the console and the next one I found functioned as it should.

Same issue here. "Confront" an Ecliptic mercenary. There is a "Talk" option but it does nothing. I got diplomacy to get him to stop attacking and the talk option still does nothing. Stunning and loot/transfer all his items doesn't complete the mission. Eventually he wakes up and is just aggro again.

Same issue. Is it bugged like this for everyone? Hopefully it will be fixed soon, or a workaround found.

Also bugged for me, if anyone has any work around that would be appreciated. Noticed that when running SQO on the quest (id: FD00004A) returns value 100 Confront DORMANT. Returned reference value for SQT does not match the NPC's purported value.

Just want to add that I'm having the same bug on console. I also tried opening on the PC via cloud, and the bug is still there.

Hopefully there's a fix on the way.
