The guy you're supposed to deal with on. Managing assets does not spawn. There's nobody at the location. The game leads you. So I am locked out of that Faction quest line

I just know, it's the managing assets mission of the ryujin Faction quest line There's nobody at the Location, the game tells me to go to.

I'm having the same issue too. I tried reloading a save from a few back still the same outcome...the guy is not there. I'm playing on Xbox. Happy to provide any screenshots if needed. Thanks!

I really hope they can fix this. Because I can't finish this fashion anymore.

Workaround for now is to open the console and enter:
