Yes, Starfish is a very flexible framework and can work on low-R spectra (as long as you have enough S/N for robust parameter inference), though the R of 1000-10000 as you mentioned sounds moderate-R to me - I'm using Starfish for IRTF/SpeX prism-mode spectra (R~100) and quick examples can be found in page 26-31 of Mark Marley's CoolStars20 slides.
