[x] Add Uptime Ping role on the Discord server

[x] Set up Reaction Role to allow self-assignment of Uptime Ping role
[x] Set up Discord Webhook for #uptime-ping channel
[X] Write code to query Docker Registry for repositories and tags
[x] Write code to send uptime ping messages to channel and role
[x] Write code to provide web interface for game service management
