According to ZombieRus5's Eclipse plugin, levelSourceType of Intrinsic is for Capitals and we have it on Frigates, Cruisers, and Orbital abilities. For these other ships / structures, we should be using one of the other options: FixedLevel0, ResearchWithBase, ResearchWithoutBase, or ResearchStartsAt0.
FixedLevel0 - No research, available right away.
ResearchStartsAt0 - Ability is immediately available, but has research upgrades
ResearchWithBase - has a starting unlock and then an improve unlock research
ResearchWithoutBase only has one research but doesn't activate until you unlock at least one level
