Add Goa'uld to the GalaxyScenarioDef #72

Add the Goa'uld to the GalaxyScenarioDef.galaxyScenarioDef and any other necessary Galaxy files.

Most of this was done in https://github.com/StargateInvasion/SGI/commit/6cf32f9a3ce50374d00c378696ff4f7e1ec3ef86

Additional review of the planetItemsTemplate groups are needed. I used what was defined there for the TechRebel, but the Humans and Asurans have group entries that contain more items in some of the groups. Maybe for QuickStart? Anyway, we may want to add more Goa'uld group entries or expand existing ones, but for now, everything should work.
