Make controller template repository

There is a need for a boiler plate template repository. Right now I copy starling-allocator if I want a python one, or simple offboard for a cpp one. We can create two template repositories from which students can base their own work upon.

The example python controller is not a very good example repository, and it doesn't explain the repo itself.

The repo should include:

• github actions
• bake build
• example project directory
• example msgs/srv build (as needs cmake)
• example dockerfile which locally copies and builds
• example kubernetes deployment file
• makefile (with a simple 'make' and a 'make run' command
• readme which includes instructions for how to rename the whole thing.
• maybe a setup.sh script which goes through and renames everything first time...?

Create a:
