This PR updates the master with a number of accumulated development changes.

Majority of changes are minor structural changes and documentation updates. Main purpose of this release is to include the simple-offboard controller/ allocator/ui-dash stack for ease of use. This stack has been tested via docker-compose and via kubernetes.
