Pamela dev #70

I updated the handling of data from the INT by the "fixhead" script and I also generalised the handling of arcs iby the "reduce" script. These are fairly small changes to the "pamela" package, and I have tested both of them.

All looks purely to do with pamela, so I'm happy to accept.
