Weapons restriction doesnt work after 15/09/2011 CSS update. #146

What steps will reproduce the problem?
1. Restrict a weapon
2. Buy the weapon
3.

What is the expected output? What do you see instead?
You shouldn't be able to buy the restricted weapon but you are able to buy it 
and it is thrown away with money loss if restricted to 1 per team.

What version of the product are you using? On what operating system?
1.2.22.6

The problem still exists with bots : I restricted awp, and if there is a bot in 
the game, it sometimes gets an awp.
(but real players cannot take it when the bot get killed)
