Webshortcutlist-plugin does not work in CS:GO #171

What steps will reproduce the problem?
1.Write the command with the link in the webshortcutlist.txt
2.Save the file
3.Start the Server and login
4.Write the command in Chat

What is the expected output? What do you see instead?
Expect to see the Browserwindow with the address i have wrote in 
webshortcutlist.txt but nothing happens. 

What version of the product are you using? On what operating system?
V.1.2.22.13c (CS:GO Version) - Windows 7 (64bit)

Can you provide an example of how you used the webshortcutlist.txt

No Problem. I use the webshortcutlist.txt the same way as in CS:S and TF2.
