An implementation would need to be selected. I would suggest UnrealIRCD or InspIRCd

Research IRC protocol v3.0 support in implementation
Research ZNC client/server implementation

There's two different routes we can go: if we want the most used, most configurable, most featureful option, we should use UnrealIRCd. If we want something lightweight, we should use ngIRCd
