SAS: Maintain the base image file in the StatCan org instead of govcloud #547

Subtask of https://github.com/StatCan/aaw/issues/1855 as Part of the clean up epic

This step is very important to allow us to maintain the SAS image.

Completed by @bryanpaget , binaries are in an AAW owned storage account, and we can maintain/refactor the sas base image as needed.
