[Epic - Conditional Gitlab Access] Add `state.aaw.statcan.gc.ca/non-employee-users` label to namespace #1107

Description

Apply state.aaw.statcan.gc.ca/non-employee-user and state.aaw.statcan.gc.ca/employee-only-features labels to namespaces in addition to Kubeflow Profiles.

Reason is to allow for namespaceSelector patterns such as that proposed in https://github.com/StatCan/daaas/issues/1097 - there is no such concept for Kubeflow Profiles.
