Update hive-metastore to use ADLS binaries and test using ADLS containers #1286

Coordinate with Christain. This can be tested once ADLS containers are provisioned in Dev.

Moving to Backlog. Decided to deploy blob-csi using Azure Blob Storage. This will be a future task when we decide to migrate to ADLS.
