User is no longer an "owner" of a namespace in prod in Manage contributors #1437

For this user Despite them showing up as owner in some areas image

In Manage contributors they are not, and well cant manage contributors if needed image

FWIW i checked our profiles repo and it doesnt seem like anything has changed

This seems to be the work that needs to be re-applied after it was squashed during the last update https://github.com/StatCan/kubeflow/commit/0ec314950388f733e84060a87d2e3eda093e6d85

The issue should be solved by the fix above. Reached out to the user to confirm

As expected, the fix in ticket 1442 solved this bug.
