2.0: New Welcome Page #1919

We want the user to have the simplest clicking possible.

To do this, once their namespace is created and they log in

  1. Start notebook (do we want to start it?)
  2. See the 'default' notebook status in the Welcome page
  3. Be able to launch it in one click.
