[Epic] BI and Dashboards

We need a Power BI-like dashboarding/data discovery tool to help users display and explore their data. Possible examples include Apache Superset or Metabase. The solution should at least support PostgreSQL and connect to data in blob storage (where blob storage connection could be through the intermediate tool investigated in #477)

Steps:

• [ ] Research and choose the best solution (Superset? Metabase? Other?)
• [ ] Implement
• [ ] Develop example test cases (notebooks, doc page, etc) that give basic usage. This can link external tutorials if they're sufficient, but must cover how someone with data in MinIO can actually visualize their data

Not sure what BI options have been explored but from my experience at Health Canada I'd say that should be a priority. People like the easiness of Power BI and I can't blame them, it saves time over R Shiny for basic stuff.

Some options I've found:

• RAW Graphs, check out their homepage to see how it looks.
• Redash: connect to any data source, easily visualize, dashboard and share your data.
• Metabase: very simple.
• Apache Superset: looks advanced.
• Seal Report: it's written in C#.

• Jupyter Dash hasn't been updated in a year!
