[Epic] Implement Pipelines i18n Upstream

Get the i18n for French and English upstream. Our Stc-master is far from the upstream's version. Currently behind by more than 500 commits. Many things may have changed since.

The commits related to this feature that need to be integrated into upstream code are:

When this is a priority once again, it will need to be completely reevaluated.

Our current work into getting pipelines synced with version 1.5.1 may have closed some of these see this pr. We might just need to rebase again to newest tag. The work should be smaller than before.

I suggest we eitehr restart this work on the newest code, or get to 1.7 ppipelines as soon as possible. The idea would be if possible, have this IN upstream for the next release, in order for us not to care about this repo and be in sync with upstream. So when we do kubeflow 1.4 (or possibly 1.5) we do not have to worry about a branch for pipelines anymore.
