47 job run name and set name cannot contain spaces

Several changes made.

Fixed issue of spaces in run name and set name argument values.
Fixed parsing issue NotOnRoot
Fixed missing ini file
Fixed issue of error messages not being passed through to dispatchMPIJob.sh script from parseCommand.py script.

The first 3 resulted from rewriting the parser. This fix superseded the fixes for https://github.com/StatCan/openmpp/issues/58 and https://github.com/StatCan/openmpp/issues/60. They will be closed when this is merged.
