This project requires implementation of ci-cd.

A proper devops pipeline will validate code quality, run tests, publish documentation, build the package, and deploy to pypi such that the package is pip installable.

@StateFarmIns/sponsored-project-maintainers checking in, we're trying to get our CI in gitlab and github married up; are there already standard processes for working with bot accounts?
