New Reply email notices being send after campaigns archived #1151

Multiple texters have received email notifications this week about new replies to texts for campaigns that have been closed and archived, with some campaigns closed as far as 2 months ago.

Example: https://spoke.moveon.org/app/3/todos/54717/reply . was received by a texter via email on June 21, 2019 at 9:21:12 AM EDT

This campaign was created on 2019-05-23, and closed approx 2019-05-27.
