Clean micro-services for server side scripts #193

We will clean up code for the following micro-services:

  1. User registration (likely minimal changes change from Eura's copy)
  2. Push notification tracking
  3. Push notification issue (4PM, 6PM, 8PM)
  4. Push notification issue (Conditional notification)
  5. Altair plots
