Add "Highlight owned..." browser add-on's setting note #64

Add to "Highlight owned and wished products on steamdb.info. If this does network, whitelist store.steampowered.com in your third-parly cookie policy" "Steam Database" browser add-on note like "Turning this setting off will cause the "Free Packages" function to fail". This is not obvious.
