[bug] migrate script should migrate control numbers from Stash to Partnership #146

Bootstrap (legacy) currently tracks control numbers in Stash keyspace outbound-control-numbers this needs to be migrated to the newly created partnership record.

Suggest, we also jump say 100 to ensure there's no overlap while the migration is occurring.
