Update connector samples to run against Steeltoe main #263

This PR updates the connector samples to run against the latest main branch of Steeltoe.

Overview:

Package version updates
Update names of Steeltoe package references
Switch to binary buildpack for Windows builds
Add --self-contained to dotnet publish to suppress a warning
Remove .UseCloudHosting()

~Tests in cibuild currently fail due to an expired certificate. They were all green before.~
