Tooling and CLI Package Metadata missing #54

Steeltoe.Tooling and Steeltoe.CLI are missing various bits of packaging metadata like project url, icon url, title/description, and Steeltoe.CLI depends on .csproj instead of Steeltoe.Tooling package
