Force round-off local minimisation of smallest sampling value #30

Force round-off of a local minimisation of the smallest sampling value every iteration, even in the case where no minimiser homology is found. This solves the issue of the symmetric sampling method not finding solutions for symmetrically structured problems such as the issue raised in the scipy repository.
