Describe the bug
Can't enter ppm number >999 in MeasurementView as measurement value, when browser locale has been set to DE.
Current behavior:
I enter 1500 and after the last digest the number is reformated to 1.500 which is correct.
But when leaving the field via tab or click into another one, it is automatically converted to 1,5 which is wrong.
Expected behavior
Switching to another field leaves the number untouched, e.g. 1.500 and stores this value correctly into the database.
