This enchantment is severely bugged on v1.3.1-1.18.2, so I decided to go in and remove it altogether instead of trying to fix it.
This is not a port of v1.4-1.19.2, rather an update upon v1.3.1
Making a pull request so you may create a new branch for 1.18.2 if desired.
