[BUG] : Fanatic Purifiers unable to grant AI full rights #133

Expected Behavior

Fanatic Purifiers should be able to grant full rights to sentient AI's developed by them (This is debatable, but in my opinion if they tolerate servant sentient AI's, they would also tolerate equal sentient AI's, contrasting with the fact that they don't tolerate aliens regardless of status. This excludes religious fanatic purifiers for obvious reasons)

Current Behavior

Robot pops are considered to be a different species, thus full rights are not possible, even if the policy is set as such, on the species screen the only option is servitude.

Possible Solution

Difficult to balance granting rights to AI's created by the Purifier species, and purging AI's captured from other empires. Perhaps some form of tagging of the robot species created?

Steps to Reproduce

Provide a save, or a set of steps to reproduce this bug, to the best of your knowledge

  1. Research sentient AI and have Robot pops
  2. Set policy to AI rights
  3. Verify that species screen does not allow for full rights regardless

AFAIK there isn't even a way to differentiate between robots and synths.
