[BUG] : Devouring Swarm can research Xenodiplomacy #516

Expected Behavior

Devouring Swarm doesn't have access to diplomacy at all, so researching Xenodiplomacy doesn't seem very useful to me.

Current Behavior

It just popped up in the research selection.

Conditions added for purifiers, swarms, and terminators.
