Added an Elixir implementation #15

All the tests fixtures--valid and invalid--in the /TestFiles/ directory passes. Improvements to the documentation and interface could be done. I will leave that as an exercise to whomever want to take it upon themselves.

This should fix #3

If anyone want to own this and maintain it, feel free to take the code and publish it to hexpm.
