BunkerSiloManager: Empty trucks blocked from leaving #1149

It seems empty trucks are blocked from leaving the silo area once they are no longer the nearest truck? This may cause deadlocks and I can't really think of a reason to hold them there. Sugguested solution: Limit BunkerSiloManager to pause the trucks with an active unload task.
